Chris Smith

Chief Executive Officer

Chris Smith is Chief Executive Officer of Foundation Housing and brings more than 20 years’ experience across commercial business, investment management and housing. Since becoming CEO in 2019, Chris has led a period of significant growth, including new affordable housing models for key and essential workers and securing major investment through the Housing Australia Future Fund Facility. He is committed to developing innovative housing solutions and sustainable pathways for people on low to moderate incomes. Chris is also a Director of Australian Community Housing, the national peak body for community housing providers, and a Graduate of the Australian Institute of Company Directors.

A passionate advocate for housing system reform and new investment pathways, Chris serves as a Director of Australian Community Housing, the national peak body representing the sector. He is also a Graduate of the Australian Institute of Company Directors.

Jeremy Jacobs

Chief Financial Officer, Company Secretary

Jeremy Jacobs is a seasoned finance executive with deep expertise in commercial management, corporate strategy, governance, and risk. Over a career spanning the not-for-profit, aged care, management consulting, and financial services sectors, he has held senior roles with KPMG, Bankwest, and Coles Group. Jeremy has also held various Board positions, currently sitting as Chair of an aged care & retirement living provider, and Director of a sector-wide insurance discretionary mutual trust.

At Foundation Housing, Jeremy oversees finance, treasury, risk, governance, and information technology functions. In this role, he drives sound financial stewardship and strategic planning that underpin the organisation’s long-term sustainability and capacity to deliver on its mission. He holds a Bachelor of Commerce Degree, and is a Member of CPA Australia and the Australian Institute of Company Directors.

Stuart Duplock

General Manager - Commercial / Development

Stuart Duplock brings over 40 years’ experience across property development, investment and corporate advisory in Australia and the United Kingdom. His experience spans residential, commercial, retail, industrial and tourism property, including senior roles with listed and private development and investment organisations.

At Foundation Housing, Stuart leads acquisitions, development and property services, supporting the organisation’s significant pipeline of new social and affordable housing. His background combines property development with financial analysis, strategic planning and stakeholder engagement, providing strong commercial oversight across the development lifecycle. Stuart works closely with government, industry and project partners to identify opportunities and deliver sustainable housing growth aligned with Foundation Housing’s strategic objectives.

Renee Lamberth

Head of People and Culture

Renee Lamberth is an experienced People and Culture leader with more than 18 years’ experience across corporate, government, legal and not-for-profit organisations. Her career includes senior human resources roles with Allens, WA Football and Steinepreis Paganin, with expertise spanning employee engagement, workforce planning, talent development, organisational change and employee relations.

As Head of People and Culture, Renee leads Foundation Housing’s people strategy, supporting organisational capability, workforce development and a positive, high-performing culture. She is passionate about creating workplaces where people can develop and succeed, while ensuring people and culture initiatives support Foundation Housing’s strategic priorities, values and continued organisational growth.

Louise Owens

Housing Services Manager

Louise Owens is an experienced housing and operational leader with more than 18 years’ experience across the United Kingdom and Australia. At Foundation Housing, she leads the delivery of housing services across diverse communities, with a focus on service improvement, positive tenancy outcomes, staff development and community partnerships.

Louise previously led supported housing operations in the UK across homelessness services, domestic violence refuges, health facilities and specialist disability housing. Her broader experience includes aged care housing, homelessness and welfare services, underpinned by a strong commitment to trauma-informed and person-centred practice. Louise holds a Bachelor of Arts (Honours) in Human Resources.

Amy Callaghan

Head of Communications and Marketing

Amy Callaghan is an experienced communications and marketing leader with a background spanning the community, sport and hospitality sectors. She brings expertise across strategic communications, brand, stakeholder engagement, reputation, community engagement and major events.

As Head of Communications and Marketing, Amy leads Foundation Housing’s communications, marketing, brand and engagement functions, working across government, industry, community and tenant audiences. She plays a key role in strengthening organisational profile, building trusted relationships and communicating the impact of Foundation Housing’s work. Through strategic engagement and authentic storytelling, Amy supports the organisation’s growth, partnerships and advocacy while helping build understanding of the role community housing plays across Western Australia.
