Paul Lakey

Chair of Board of Directors, Member of the Development and Asset Committee

Paul has extensive experience in the property development and construction sectors spanning over 30 years. He has held executive and senior management positions with listed and private developers, design consultants, contractors and project management specialists. During this time, Paul has been involved in the design, delivery and financial performance of a diverse range of projects from master planned communities to mixed-use, housing, apartment and hotel projects throughout Australia, the UK, Europe and the Middle East.

Paul currently serves as Executive Director of Tempo Advisory, a boutique management consultancy that provides strategic advisory and management services to the property development and construction sectors. He has previously held Directorships with several Western Australian State Government Boards including Development WA, Metropolitan Redevelopment Authority and Landcorp.

Paul’s leadership experience extends beyond his professional career as he has previously served as President of the Urban Development Institute of Australia WA and as a member of the Urban Development Institute of Australia’s National Board. He holds an honours degree in civil/structural engineering, is a Fellow of both the Australian Institute of Management and the Australian Institute of Project Management and is also a Member of the Australian Institute of Company Directors.

David Ligovich

Chair of the Finance and Audit Committee, Member of the Governance Committee

David Ligovich is the Chief Financial Officer of D’Orsogna Ltd and has over 30 years’ experience in finance and business management in leading private and not-for-profit businesses both within Australia and internationally.

As a qualified Chartered Accountant, David is highly skilled in operational and strategic leadership, governance, and risk management with technical, financial, commercial, and M&A capability.

Peter Lee

Chair of the Development Committee

Peter Lee is a Principal and Board Member of Hassell, a leading international design practice with studios in Australia, China, Southeast Asia, and the United Kingdom.

A Fellow of the Royal Institute of Architects, he has extensive experience in the design and project management of major residential, commercial, and retail projects including Westin, Optus Stadium, Brookfield Place and Chevron Tower.

In 2022, Peter was awarded a Medal of the Order of Australia for his service to community housing initiatives and architecture.

Gail McGowan

Member of the Development and Asset Committee

Gail McGowan is an experienced senior executive and Board Director. She has more than 30 years’ experience in Government, previously holding senior positions at the former Department of State Development, and Worksafe. In addition, she worked as a policy advisor and chief of staff to State and Federal Government Ministers for several years covering a diverse range of portfolio areas.

Gail is a graduate of the Australian Institute of Company Directors and member of Chief Executive Women of Australia, CEOs for Gender Equity, Murdoch Vice Chancellor’s External Advisory Board, Western Australian Planning Commission, Pastoral Lands Board and Transport Infrastructure and Station Precinct Executive Committee. Gail is the Chancellor of Murdoch University and sits on the National Housing Supply Affordability Council.

Gail was awarded a Public Service Medal in the 2019 Queen’s Birthday Honours for her outstanding public service to land use, planning and industry development in Western Australia.

Felicity Zimmermann

Member of the Finance and Audit Committee

Felicity Zimmermann is a C Suite executive, lawyer and finance professional, with over 20 years international experience gained in private practice and banking across a broad range of industries and complex transactions. Felicity is Interim CEO and Chief Risk Officer at Keystart and has held senior management roles at ANZ Banking Group in Perth and worked as a finance lawyer in London and Perth.

Felicity holds a Bachelor of Laws (Honours), Bachelor of Commerce (Accounting and Finance), Graduate Certificate in Applied Finance and Investment and is a Graduate of the Australian Institute of Company Directors.

Janelle Marr

Member of the Tenancy Services and Engagement Committee

Janelle is an experienced Non-Executive Director and a leading Corporate Advisor with over 25 years in strategy, governance and transformation advisory across Asia, Australia and global markets. She has extensive experience across WA’s business, government, and community sectors with deep expertise across multiple industries. 

She is the Founding Managing Director of StepBeyond Strategy, a boutique, impact-driven strategy and sustainability advisory supporting organisations and their communities to shape and create sustainable value. Before this, Janelle held senior positions in the advisory arms of KPMG Melbourne and EY Perth. 

Janelle is a Fellow Australian Institute of Company Directors, Fellow Governance Institute of Australia, holds a Master of Business Administration and Bachelor of Arts and is both a Telstra Business Award and WA Business News 40Under40 Award Winner. 

She serves as Commissioner of Tourism WA, Deputy Chair of the WA Arts and Culture Trust and is the Chair of both WA statutory authority Audit and Risk Committees. Some of her former roles include Deputy Chair at Ability WA, Councillor at Edith Cowan University, Councillor at Charles Darwin University and Chair of Screenwest.
